Just had a guy who won one of my giveaways (not gonna mention who or what game, although it's not a big game) give it to a friend right after I had gifted it to him. He even told me he did in Steam chat, and told me not to worry about it since he marked it as received anyway. Also, I noticed that he won the same game a few hours before and had not activated it, so I can only assume that he also gave it to a friend.

I've reported him, but I doubt that any action will be taken. I've had two winners of my previous giveaways a couple of weeks ago not activate their gifts after a week, reported them but didn't see any results from my reports (although I guess it's possible that I missed any 1-2 day suspensions, since I didn't check their accounts every day).

I'm sure once the staff is made aware of this issue they will deal with the offender accordingly.

Some people are jerks and there's nothing except banhammer to calm them down. Anyway, reporting is the way to go, but you should have checked if they won the same game before, and upon seeing that, ask for a re-roll at once, not even sending them the gift in the first place.

Yup, I feel stupid for not checking beforehand. I had done it for all the other people that joined the giveaway, but I forgot for him. He had joined the giveaway literally at the last minute and won.

Even if you don't name the person, you still give out plenty of information to find them. It took me literally 4 clicks and 10 seconds to find the name based on information you provided.
If you have an issue with a user, contact support. Period.

It could ignore games which were marked as not recieved. If you're waiting to recieve it, you probably shouldn't be trying to win a second copy anyway.
