That is pretty messed up...
I'm sure once the staff is made aware of this issue they will deal with the offender accordingly.

Some people are jerks and there's nothing except banhammer to calm them down. Anyway, reporting is the way to go, but you should have checked if they won the same game before, and upon seeing that, ask for a re-roll at once, not even sending them the gift in the first place.

Yup, I feel stupid for not checking beforehand. I had done it for all the other people that joined the giveaway, but I forgot for him. He had joined the giveaway literally at the last minute and won.

Keep reporting them - normally such users will face a long suspension

Well, considering he has a contributor value of nearly $1000, I expect him to know the rules at this point, especially such a basic one.

I hate to be an ass here, but why is that so bad, assuming he's telling the truth and giving it to a friend? I've seen plenty of games on here I'd love to win and give to friends, I don't, cause I know that's a banning. I assume its something to do with contributor value?

His friends could sign up and win for themselves (the same goes for your friends).
No need to give games away that you've won here.

That, and people could use multiple accounts to enter the same giveaway, and if one of their junk accounts win, the person could just gift it to their main.

Because they're "shitheads."
Our world created them; an unforeseen byproduct of communications technology. Tucked beneath the wrinkles of the internet's promise, they arrived without notice or remark. No heed had been taken of them; there wasn't even enough recognition to warrant their classification. Like the toxic nature of lead pipes, we never realized we had taken ill until we were debilitated. And like that wondrous technology of Ancient Rome, we never realized there was a cause until enough of us had fallen; by then it is always too late. Our eyes are open, now. We can see all the horror our wonder has brought with it. The evil let loose side-by-side with the good we thought we'd realease from this incarnation of Pandora's Box. We see Trolls, closet racists, brazen hatred that has not been heard since the most wicked of covens gathered. And which is the worst, you are likely wondering? I'll tell you: bronies.

I don't think our world, or the internet created them.
It just gave these people a bigger playground, and more anonymity.

I have a personal ritual to throughly check the winner's profile unless it's one of the more active forum users.

People do it because they are not reading the rules. Or they read them and don't actually comprehend them.
Or they maybe just don't care and are hoping they don't get caught? Who knows. Anyway, it's a bit troubling.
I could go into more detail on this particular case, but I won't, since I would rather try to respect the rules.

This is why you don't bring your problems to the forums.
Even if you don't name the person, you still give out plenty of information to find them. It took me literally 4 clicks and 10 seconds to find the name based on information you provided.
If you have an issue with a user, contact support. Period.

there is nothing wrong with the topic creator, just venting and talking about things people do here.
thats what the forums are for, making topics, chatting, etc. there are so many other shit posts here and this is not one of them.
you on the other hand posted and called out someone one, be careful what you write.
I have to agree with Demosthenes about this though, It gets me mad when I see people abusing the gift system here.

Well, that doesn't make too much sense, since what if they won a giveaway in which they never received the game?

Just had a guy who won one of my giveaways (not gonna mention who or what game, although it's not a big game) give it to a friend right after I had gifted it to him. He even told me he did in Steam chat, and told me not to worry about it since he marked it as received anyway. Also, I noticed that he won the same game a few hours before and had not activated it, so I can only assume that he also gave it to a friend.
I've reported him, but I doubt that any action will be taken. I've had two winners of my previous giveaways a couple of weeks ago not activate their gifts after a week, reported them but didn't see any results from my reports (although I guess it's possible that I missed any 1-2 day suspensions, since I didn't check their accounts every day).
