Some people are jerks and there's nothing except banhammer to calm them down. Anyway, reporting is the way to go, but you should have checked if they won the same game before, and upon seeing that, ask for a re-roll at once, not even sending them the gift in the first place.

I hate to be an ass here, but why is that so bad, assuming he's telling the truth and giving it to a friend? I've seen plenty of games on here I'd love to win and give to friends, I don't, cause I know that's a banning. I assume its something to do with contributor value?

I thought you were going to say "why do people do this..." -> Create threads with titles that do not identify what the thread is about to get more views...

People do it because they are not reading the rules. Or they read them and don't actually comprehend them.

Or they maybe just don't care and are hoping they don't get caught? Who knows. Anyway, it's a bit troubling.

This is why you don't bring your problems to the forums.
Even if you don't name the person, you still give out plenty of information to find them. It took me literally 4 clicks and 10 seconds to find the name based on information you provided.
If you have an issue with a user, contact support. Period.

Steamgifts should prevent you from winning a game you've won before, regardless of if your account has it.

What I suggest to you is to just report him outright. I don't regift the stuff I win, even that Nexiuz copy I had one in my inventory already for gifting if I won one.
