If they plan on using the steam wallet to buy games, then selling an item for $100 during a sale can be smarter than selling it for $200 out of the sale. If the games they want are at a better than -50% discount then they are making a good choice. They don't need to worry about what they are doing to the value of everyone else's items, only if they are saving money at the end of all of their transactions.
That said, if they have the item now, the smart ones are selling before the market dips, or showing patience and selling towards the end of the sale instead of the beginning.
