Ive recently started checking and ive had a somewhat alarming amount of winners that have multiple games won that they didnt activate. I hate to be a stickler but its a bit annoying when you see this on a lvl0 account that has 10+ games won. I just had to request a new winner for 2 games that were won on an account that was less than 30 days ago.

Since I like to get the rule-breakers off SG (rather than just avoid them), I check all my winners, and report them directly.

Always hard if the rule breaker is your friend or members of your small group.
Usually i close my eyes if that happen. But that only happen once.

i gave up and stopped checking ages ago i just stick to level 5+,group or whitelist Ga's these days,if its something extra good im giving then ill give it a quick check to be safe.

And that's why I'll stop creating public ga from now.
From my own experience, there is about 20-25% of rule breakers, level 0 to 5.

I had to ask for a reroll last Friday on a private one, since the only non-legit SGTools entry managed to win it on the first roll. :)

I think you mean the fully public 0–10 experiments. Surprisingly low amounts there. I had more rerolls on my level 10 exclusive 50-key drop than on 5×11 lvl 0-10 packs.

I don't think it's going to happen. Say User A wins two games on 1/1, one gift and one key, and activates only the gift. Supports checks for rule breaking on 1/2, and suspends for the nonactivation on 1/1, so the account would have a service date on 1/2. Then the giveaway creator can conspire with the winner to refund the gift and this would be undetected as people would already assume that two nonactivations were served, giveaway creator has free CV.

Or something. Not sure how it would work.

nonactiavted should get deleted from the winner account if he served. and the person who made the GA should still get CV.

as multiwins, same. delete the GA after. the moderators should know if it's a repeat offense.

The punishment is for committing the crime, not in in lieu of payment for the game. If don't activate a game, or activate multiple games, that infraction should stay on your record until you have fixed it.

So you're proposing in the winner's won page, that giveaway would be removed. That would affect statistics for ratios/# games won/etc for groups.

What would it look like from the giveaway creator's giveaway profile page? Would that giveaway still be there with the winner listed? Or would it disappear entirely and give hidden "CV", leading to more confusion about how the CV system works?

i think he had some GA before - easy to delete, if you ask support
as for winning games, i've seen someone who asked for rerolls and supplied all of his GA new keys.

I usually do.
When my latest patch of public giveaways ended I was in a rush so I didn't and of course the other one (level 9) was a rule breaker. Had to send a user report and we all know how long those take to get through...

Unfortunately there have been scripts that generate Steam accounts for years.

It's one of the reasons I required more than card idle hours played in games when I gave away games on scrap.tf.

That is why my last 2 have been done using SG Tools.I got tired of checking for rule breaks and at times being denied because they already served the suspension for it.While I get they were punished it still did not change that I do not want my winners to win the same game twice or gifted/sold wins.

Always.

And my advice is: do not create level 0 giveaways. Of course there are high level rule breakers but you will avoid problems with bots, multi accounts, etc. Most of these are level 0 accounts. Almost anyone can make a giveaway of a cheap game to promote to lvl 1.

I used to do it when I first started because games weren't cheap back then and bundles weren't too common.
Now? I create a number of GAs almost everyday, I couldn't be bothered anymore...
