Huh, scammed on steam community marketplace?

So the deal is, on the 24th I've ordered a Euro Truck Sim 2 Booster Pack for .18 euros, today I check my e-mail and it says I've bought it. I check my steam on profile>badges, ETS 2 still has no drops remaining, I check my inventory and there is no booster pack. I checked my steam marketplace, there are no orders up. Also, I've been charged the 18 cents. Anyone had this happen before? I just wanna make sure before I contact any support. Thanks.
