Did she pay in the shop using the South Korea payment method? Like Credit Card.
Previously you could change your region on your own, by writing to Steam Support. Now you need to pay with regional payment method to do so. I just don't know if change is automatic.
If region is fine then Golwar explanation is the best I can think of. I do live aboard for 2 years now, and did not change my region. And never had problem to activate game. But can be that I was never sent game from cheaper country.

I guess when you buy the gift for her, Steam checks her account settings, which probably still are the same as yours, Malaysia. That's why the purchase passes.
But when she tries to activate it, Steam checks her IP and the activation is canceled.
I suggest to buy her Steam keys instead, there aren't any region locks afaik.

Heya! I wanted to gift a game to my friend (we currently have the same region set up, which is Malaysia) but she is currently in South Korea for her studies. I can proceed to pay for the game (usually I can't if there is a regional price difference), but she is unable to add it into her inventory.
Is there something wrong that I'm doing? I really want to gift her Hatoful Boyfriend and LiEat when the Steam Winter Sale starts D:
For context: I tried to gift DST to her during the Autumn sale, but she can't accept it, so I'm worried that I can't gift her any game through Steam
