Not sure if this will work but if you look at account details maybe you can hit remove if it is listed there?

delete the entry from SteamApps folder (.acf extension) and search for it in temp, downloading and common folder

I got that problem long time ago. The green downloading bar is always stuck there. I don't have any game downloading.
