have you tried pausing download and restarting steam? i once had that issue, and it turned out to be steam not reporting the download correctly, even though it was in fact downloading properly.

You can try to delete local content and reinstall it. Should work fine.

Are you sure it's not your provider? Some internet providers have a download cap. You might be reaching it.

Steam will only go worse if they keep adding 10 games a day, all hail the Greenlight Pre-Alpha games.. How many games do they already have in their database, almost 1 million if not more?

Knowing that normally it should Pauze automaticly when something goes wrong (Provider DC, PC crash, etc), I think that's the only thing possible because 1 friend of me had the same thing 3 days ago, after using Steam for ever 10 years. He downloaded Path of Exile and it restarted constantly just before reaching the end. Send a support ticket, and start your message with: "Please don't reply with an automated copy/paste answer, read my text first." (otherwise you'll need to reply 50 times before actually receiving a real answer).

some internet providers disconnect high bandwith using downloads to prevent piracy, or to save data allowance (mobile internet, and other limited options) happened to me when I forgot to switch to my home wifi from my mobile internet.
