Steam error, possible to pay russian price?!

So, since yesterday steam for mac is having some problems, and that has been confirmed me directly from a valve employee (look at steam community mac section).
Then a random guy linked me the russian store page and, (doing everything with the steam overlay) it looks like i'm able to pay the russian price at the checkout.
WTF? Does anyone know anything?

I'm at the checkout and i'm able to pay witcher 3 559pуб (12 euros) without using vpn

I think you pay in russian money, but not the russian value :P

yeah...
Still, let's make an example: witcher 3 is 559pуб at the checkout, i'm there, and that would make it 11-12 euros.
