...because I'm looking to play one and need help deciding on one
I enjoy games like Mass Effect and Fable where your choices have an impact and games like Skyrim where you get to build your character up, the only problem I have is that I'm on my laptop that can't play high end games so if you have any recommendations please tell me, thanks!

Have you tried Fallout? Your laptop should run it well.

You should try both Fallout and Fallout 2. I recommend you play them in order as FO2 is the deeper game.

I would suggest using resolution mods. They can increase view for bigger monitors but on the other hand some maps were made so small that you will see their borders, so it's your decision.

Dragon Age looks awesome! Not a big fan of Star Wars and I really wanted to play Witcher but Windows 8 didn't let me :(

Drakensang - not much of difficult moral choices, but story is interesting enough and lots of fun with building your character - it based on some tabletop RPG system.
There was unusually high number of giveaways for this game lately, so it must be on sale somewhere (not on Steam, sadly).

Original Deus Ex. Looks like an FPS, does both the character building and the "choice matters". Although it ends up messing up that last bit right at the very end of the game; to determine which ending you get you only get a single 3-way choice.

Alpha Protocol - you are building your char,buying weapons,armor + intel that you need for the missions and your choice got impact on the story so you may give it a try.

Ubberhardcore-true-rpg games.

You can't say you played RPGs without playing them... and nethack even runs on Android (yep, I also have it there)

Not always you need a better pc for getting the best gameplay...

The Elder Scrolls series. These are the best RPGs I've ever played. When you can't run Skyrim then try the others.

If you are looking for outstanding games that will run on your PC, you should be checking the GOG catalog.

On second thought, considering how much money you will end up spending on that site, perhaps it's better you don't.

Borderlands should run too, but there isn't a very involved story. It's still very much fun, and a kind of FPS hybrid, with loads of loot finding.
