I read the FAQ and it said giveaways had to be codes or keys, I wondering if I could do one where I'll buy and gift the winner a game.

You can, but be aware that Steam has region restrictions for gifts depending on where you live because of regional prices. Some regions can buy to anywhere, but others can't (notably CIS and LATAM).

That stuff really confuses me, I believe it can't be more than a 10% price difference too? I want to gift copies of Major/Minor for the memes but checking steam.db it's going for both 90% more and 90% less in different regions than mine :(

That seems to only lists CD Key restrictions and not actual store region restrictions so it doesn't help that much, even if a game doesn't have a region restriction for keys or as a whole it can have the gifting restriction because of the price difference.

10% difference in the value of currency, but only in relation to more valuable currencies.
As an example, those purchasing with United States Dollars will most likely never find something that they're able to gift to Euro users and will unreliably be able to gift to British Pound users, but will typically be able to freely gift to any other region (as the other regions are fairly reliable in maintaining weaker or comparable list prices after currency conversion).
Meanwhile, Euro users will likely never have to worry about the matter of currency differences at all, as it's unlikely for any game to list 10% higher in any other currency.

Loading the SteamDB page for whatever game you're wanting to gift and making sure your currency is set correctly [Refer to second image below.] should automatically configure the page to present relative percentage rates between currencies, making it easy for you to determine which regions need to be excluded from your giveaway.

For example, for the Major/Minor page you linked, Euro is +13.42% over USD, meaning it'd be unable to be gifted to; Every other region would be able to be gifted to by someone purchasing with USD. [Refer to first image below.]
