If you wanna giveaway something big, you can just make multiple giveaways of different games. MW3, RAGE, Skyrim, DXHR, Batman: Arkham City, M&M Heroes 6, Metro: Last Light, Saints Row The Thrid, Serious Sam 3 BFE, Stronghold 3 et cetera. Options are almost limitless but please, don't go for publisher/developer packs.

Nice, that is very generous of you. By the way, the second giveaway of BF2 - CE will be close to my birthday. :P
It depends on what is the price range... If it's big - I'd say that many people would like a few copies of Skyrim (to increase the chances of winning), including me. Or maybe Deus Ex: HR, COD:MW3 or Rage.
If your budged is a bit smaller (since the one I mentioned is enormous), I'd go for some 'hit' games at the time. Right now, I'd love to have Space Pirates and Zombies or Bastion for example. Also would like to try From Dust. But in 4 months, other games will probably 'hot games', which most people will want.
Also I would skip 4-packs, as they can be obtained quite cheaply if you find other 3 people to buy them with you, especially considering the new-year discounts, which I heard are very big, even bigger than summer sales.

I am against big packages. It is much better to make 1000 people happy then making 100 rich. I believe it would have been much better if Valve were to gift out the top game of 1000 people on the summer event instead of the ten games of 100. When you look at the list of games people won from that contest, you'll see that a lot of those winners filled their lists with games and DLCs worth below $10 because they didn't know what to put there.

In the same sense, if you gift a package, you'll be giving one person a few valuable, wanted games and a ton of others that are squashed there to make the package look bigger. And you will be making one person happy. But instead if you gift 5-10 games, in separate giveaways, you will make 5-10 people happy.

I wanted to write this, though I deleted it for some reason. :P
I also wanted to add that there would be many people entering just to get one game, or people who have 10 games from a pack that offers 11 games.

a few good choices for big gifts would be the top most wanted ones.
and that is very generous of you to gift several games no matter what they are.
