I think it's the one stipulation you're allowed to put on public giveaways. It's up to the giver to decide if someone who owns part of it can win... and that can depend on the game. Something like Dungeon Defenders Collection is something you might allow someone to win who only owns the base game, because there is SO MUCH DLC.
Personally, I would send in a support ticket asking for that winner to be re-rolled.
Also, it's very rare that if you activate a pack that includes a game you already have that you get an extra copy.

The winner would only get the DLC added on his account to the existing base game. It's up to you to decide if you're okay with it. If you don't agree with this, then ask for a reroll.

According the FAQ/Rules and Guidelines you have a right to ask for a re-roll.
Orc Must Die 2 Complete Pack will not give the person an extra copy of the game if they already have it in their library.
It is my opinion that you should give it to someone who doesn't already have the game and who hasn't violated any SG rules.

I just bought an on-sale game pack, and it warned me that I already owned some of the content, and told me to read a bit about duplicates on a support page.

According to that support page, there are only four games where you get a regiftable copy if you already own them before buying a compilation pack that includes them: Left 4 Dead when you buy the L4D/L4D2 bundle, Half-Life 2 when you buy Orange Box or Valve Complete Pack, Half-Life 2: Episode One when you buy the Episode Pack or Orange Box or Complete Pack, and Dawn of War II when you buy DoWII Gold. Further, while HL2 and HL2:E1 have multiple packs, you can only get one regiftable copy of each.
I don't know how current that page is, but it sounds like regiftable copies of duplicates are the extremely rare exception, mostly done by Valve, and fairly restricted even there.

As others in this thread have pointed out, complete packs generally don't credit extra copies to your inventory unless explicitly stated in the steam store page. Regarding the prior ownership of base game issue, I do believe that it is one of the few conditions that are left to the discretion of the giver, even in a public giveaway. While it would have been nice for you to specify how much of the pack they are allowed to possess, I don't believe it is actually a requirement to request a re-roll.

People who do not want to gift a complete pack to the owners of the base game state this fact on their giveaway description. This is the only allowed rule for public giveaways. If you didn't state this beforehand, there isn't much to do, unless you talk this over with the winner and he/she agrees. Or you can refuse to send it and he/she can mark it as not received.

I disagree. The rules state you can't enter a giveaway for a game already owned. The winner owns the game. He may lack the DLC, but he owns the game already.

The combined cost of the DLC is equal to the cost of the game. It's up to you to decide whether to give him the pack or ask for a reroll. If I had to make that choice, I'd look at the content included in the DLC. If it's enough to justify the price, I'd give him the pack.
As for precedent, yes, there is. When giving big packs, people will generally mention what part of the pack can be owned at most in order to win. For stuff like the Dungeon Defenders pack, I've often seen rules like "You're allowed to enter if you have the base game and no more than 3 DLCs".

Hey all. My giveaway for Orcs Must Die 2 Complete Pack just ended. I scoped out the winners' game listings to verify that they don't already own the game in question. One winner owns the Orcs Must Die 2 regular game. Is his win considered legit?
I question it because once he receives the Complete Pack, he will get the DLC items, but then obtain the Orcs Must Die 2 standalone in his own inventory to regift to his desire (or at least that's how I assume steam works).
