So Valve won't allow developers to go above 90% discount for this sale. Interesting. I don't recall yesterday's lunar sale, so either I missed it or there wasn't anything worth picking up during it. I'm not getting my hopes up for this sale.

The question in my mind is "How many games on my wishlist will reach new historic lows on Steam when we had a winter sale just 2 months ago?", and my guess is very few except for a few games released last Summer or one year ago that publishers didn't want to devalue so quickly during winter sales.
IMO if a publisher wants to sell their game for a price that would be less than 90% of retail, they might as well drop their actual retail price to make the sale be 90% off. For example, it seems absurd for $60 game to go on sale for $3 outside of a bundle-type deal, because that perpetuates the consumer mind games of "if I don't buy this now, I may have to pay 20 times more later". They might as well drop the retail price to $30 in those cases. From Valve's standpoint, they likely prefer to get a cut of a steady stream of sales with decreasing retail price over time rather than publishers keeping the retail price high but infrequently holding 90%+ off sales while aging.

it's all part of a multi-layer sale strategy:
maximum price at pre-order through early release period (with small discounts to give revenue spikes)
Thereafter, ever growing discounts to entice those who don't want to pay full price.
The occasional big discount "event" resulting in revenue spikes
Also, any time DLC is released, give a discount to grow the user base.
And, if a sequel is about to be released, give a big discount on the old game to generate excitement for the new game.
Keep in mind that for most games, the majority of the revenue is made in the early days, and while the long tail can be quite lucrative, it pales in comparison.
The trick is to get as much as possible up front, then pick up everyone willing to pay less at every price point thereafter.

Rockstar cash cards and random account locks are a bit of a different issue than DLC spam and requiring users to repurchase base games multiple times due to exploitative DLC practices, yeah. Despite the emphasis on virtual currency, Rockstar seems to still deal more in proper expansion content, unlike the companies who put half or more of their core game into DLCs, and then add DLCs on top of that.
Compare those developers to ones like Volition who, while still not lacking in DLCs for their games, make sure the DLC content feels like side-additions that you can skip (rather than being an expansion or fix for core game components), and make sure you can pay a direct price to upgrade from the base game that isn't any higher than purchasing the GOTY to begin with.
Really, it's not the DLC spam that's necessarily the issue, it's the fact that it has become a trend to release half-completed games and then force players to pay extra to get the full game through DLCs, and then over-charging the purchasers for those DLCs. And then, of course, there has been a push to put non-cosmetics into lootboxes- though, thankfully, after Battlefront 2's fiasco that seems to have maybe died down a bit.

The problem isn't so much the quantity (they've been doing between four and five sales each year for years now) but the fact that all but one of the sales are focused in the four month period from October through February. There's a huge gap on either side of the Summer sale, because of that. >>

I backed both Sunless Seas and Skies but must admit I haven't played more than a few hours of Sunless Sea. All those daily hours of Fallen London take up enough of my time. :p

Haha. Yes, I managed to (mostly) ditch my Fallen London habit after hitting some of the extents of the content about 18 months ago. I think I found out what happened to the Cheery Man, went as far as was written in my Light Fingers ambition, and made it across the Unterzee to ... that place I can't remember at the moment, among other things. It was fun, but surprisingly time consuming. :)
Never once did I feel bored by it, though, or by Sunless Sea (not that I've played a lot of that). But while The Heavens of Sunless Skies look wonderful, they just don't seem to be as well crafted. Not much happens, and what does happen isn't as interesting or awe-inspiring. And there was some TERRIBLE grammar! (Which is something I never expected to say of a Failbetter game!)
I expected a lot more from Sunless Skies. I suppose that's why I was disappointed. I might go back to it one day, but a number of times while playing I caught myself thinking that I'd rather be playing Sunless Sea instead.

This has been haunting me a bit over the last week, so I feel I should say more.
Sunless Skies is a good game. I recommended it in my own review, after all. But it's not as good as I expected it to be.
I expected exquisite storytelling and perfect grammar and I didn't get it. If it were from any other developer than Failbetter I would have cut it more slack, but Failbetter were the best at these aspects of game development, in my opinion. They're obviously not anymore. :(
But it is an enjoyable enough game if you can get over the grind, which is much easier if you play it in easy mode (or whatever they called it). :)
