Dude wen u start downloading point the download point it to ur initial download location of games... As in the place where u installed the games earlier. It will try to download then a dialogue box will say recognising previously downloaded files nd it will jst reconstruct the reg files fr u nd every thing will work. I hd the same problem wen I formatted this helped.

Uh, install a little then open steam -> right click on game name -> properties -> local files -> verify game cache?

I had a similar-ish problem a while ago, hopefully this works out for ye.

verifying was first thing on my mind all my games don't show up to be downloaded i.e like my game library is just empty so verifying is not an option now

What kukeemon is saying too do is start the download again for your game of choice so Steam does recognise it and then verify. You can either try installing over the existing files or wait till it's started downloading, copy the files you have into the foler and then verify.

Yeh, what Dakota said. You still have the downloaded files, right?

Ask Steam to install it. Steam creates a folder. Stop the installation. Copy and paste the files to the target folder. Then verify the cache.
