Couple years ago they took Anno 2070 servers offline and Ubisoft Mainz took the time to make it functional without them.

ubisoft didn't even went bankrupt and they shutdown the crew.
the "bankrupt" requirement of your hypothesis is a way further step on the "servers are gone the game no longer works at all"

A developer's response to one of the reviews to "troubleshoot" a game not launching because they're customer hostile is absurd:

Not worth a dime to me for that potential experience whether it was to occur now or in the future. Which stinks because I like the series (have most of them on GoG).

My main gripe with this game is that if you buy the base game and happen to like it there's no viable upgrade route to get the DLCs other than simply buying the complete or whatever edition and thus wasting your initial payment. Granted, the new low of 6 EUR makes it way less problematic than the former 12 to 15 EUR sale prices. Might finally bite this time.

Aren't the DLCs sold separately? There are 35 DLCs listed on the Steam page.

Yes, but it's way more expensive to buy them that way. It would be much more user friendly if the gold and definitive editions were complete your bundle type deals so people didn't have to pay for the base game and whatever DLCs they already own again if they decide to upgrade.
