Humble Bundle, IndieGala, Fanatical are the ones I buy game keys, am sure there are many more.
And gifting from Steam isn't impossible, just has more rules to it because you can't save it in your inventory but you can always just gift inside your own country or whatever to play it safe

Just within your country? I made a ga a few weeks ago that was won by someone on the other side of the globe who could recieve the gift from steam. But then again, I'm from a ROW country so maybe that's why?
The only problem I can find with their current gifting system is that, if you want to buy it during a discount the winner has to notice and accept your friend request before the discount ends and that you can't buy and save the games during discounts to give away at a later date for a train/event.
Otherwise I don't see any real problem with it, just slightly more annoying this way.

Problem is that from some countries you are very limited and you would have to check which countries are okay and which aren't to be safe so it's easier to just make a giveaway for your own country in a lot of cases so you are 100% sure the price difference is fine, from my country I can send close to everywhere I guess, but not everyone has that luxury.
That they have 7 days and so the sale can end sucks as well, I give you that, but that's just how it is, I never used the old gifting system to be honest, though I guess it's much safer than a key because this way you are 100% sure it will work and will go to the correct account which with keys you can always get a dupe or the receiver lies about it, though luckily I never had that issue (knocks on wood!!)

Yeah it is a bit disappointing, but when you think about it you may find the reasons. Valve would vey much hurt their own business if they really would allow 3rd party sellers to offer the whole stock of games which Steam sells.
But hey, you can still gift games to your winners on SG, you just have to add them as Steamfriends to do so. ;)

If so, can I actually giveaway this way, region restricted to everywhere but Poland, because I buy with Euros?

Oof, I don't really know if all countries in the Euro region have the same highest prices.
You have set Greece as your country on your Steam profile, and I think you should be able to gift games to every possible region.
But it would be better if someone else with more experience would answer your question.

You're welcome. I just gave it a second thought, and as long as you are buying the games in one of the high price regions like the Euro zone, you are able to gift the games to every region with cheaper prices regardless of any price differences. ;)

If you buy multi-packs like borderlands 4-pack you get the extra copies to your inventory as steam gift. These will show you to which region you can gift them (or not gift them). For normal buys the rule is everywhere cheaper till +10%. So for Borderlands 2 you can even gift that to poland if you pay in euro. There might be exceptions to this but so far I was able to gift every game I bought on steam (I pay in euro)

This is very disappointing. I wasn't around when they made these changes and I just now found out. I don't see the point of the changes at all. I like how they tried to pass the new gifting system as an impovement over the old one. What a joke.

I guess that's true, but how is disabling email gifting an improvement? That's just removing features for no good reason. Also, the majority of resellers send keys not gifts, so I don't think they made a big blow to resellers that way. This hurts the people who like to send gifts more than resellers I think.

Since Steam's gifting methods has had changes, giving away gifts here that are bought from Steam is impossible.
I would like to know this:
Where can I buy Steam keys to giveaway here? Is the only option sites like Humble Store, GMG etc the only way (except for shady resellers)?
GMG,HS etc don't have many games that are on Steam and buying keys from G2A and stuff is in the grey area.
Is there a place to buy keys through an official place that has every game on Steam?
