While you can add DLC to Epic account without owning base game no problem stupid Steam doesn't alllow. The idea of taking advantage of a free offer for a game you might purchase in the future is a concept going beyond the capacity of Steam's imagination.

I've literally never seen Epic allow for that, before now. Origin for sure does, and I think Uplay sometimes might, but I've tried on quite a few occasions to add DLC on Epic and it only ever let me do it for F2P games, and even then only after activating the F2P license. So it seems to work identical to Steam in most cases.

I think the tools to configure the free promotions are offered to the publishers, but most don't bother to change it on Epic as well as Steam

For example, Steam allowed such a promotion for No Man's Sky recently where you could claim a DLC without the base game

All experiences are subjective. From my perspective I could add DLC for games I didn't own at that time on Epic while the same was impossible at Steam in multiple cases. It could be as ilove420 suggests that the tools might be available on both platforms but somehow Steam misses out due to publishers/developers not caring.

Recently, the above DLC for No Man's Sky was allowed to be claimed even without the base game. I think either they worked with Steam, or there is a possibility that the option is provided to the publishers, but most don't configure it.

I've claimed a few DLCs (Not just soundtracks) on Steam for games I don't own.

And I've learned of them from here.

Certainly not every DLC but a few over the years :)

Well not always, since sometimes Epic forgets to add restriction like in the past the Left 4 Dead 2 DLC 2 for Zombie Army 4, it was claimable in the past without needing Base Game, but now it requires.

So it's like some sort of glitch to get, at least even glitched DLCs for free aren't getting revoked... yet. (The previous Train Sim World Paid DLC being free)
