Well, level 0 = never gave anything, so honestly what did you expect? That he had won slightly less?
Unless you can prove they broke a rule while entering your giveaway you cannot re-roll something that has finished. You can make sure it doesn't happen again by taking the necessary precautions for your future giveaways, though.

Give them the game they won, seems quite evident to me.
If you are making lvl 0 GAs it should be expected, why would you even want to penalize for something thats not against the rules

Some people simply cant afford games or dont hace access to a payment method to buy games, you never know, everyone deserves a chance.

There are over 750 000 Level 0 users, it's impossible to blacklist all "leechers" (so blacklisting as some have suggested isn't that good solution to avoid the "leechers").
If you want to make sure the games you do giveaways for go to users who contribute to a certain amount (certain ratio for the value of games won compared to games sent) your best option is to use SGtools.
You can even set up SGtools giveaways so that only users who haven't won anything can enter. Since you'll post the link to the SGtools check in the forum, the problem is that not many users who haven't won anything yet have found their way to the discussions, and will only be seen by a fraction of those that enter the public giveaways.

This site wasn't intended as a pyramid scheme, and thus doesn't force people to give away X amount before they even get a chance at winning.

What to do when leechers win your giveaways?
Check for non-activated wins (which you should do with all your winners) and if they pass, given them the game and move on. If they fail, I request a re-roll. And If they already served a suspension then I send the game and if not, then I get new winner. (No blacklisting)
If you're worried about it use the SGtool. Also putting higher level won't fix anything, there are bad ratios at all levels... And is that a problem? Nope! And why you might ask? Well no one is required to makes giveaways on SG :)

I make Level 0 giveaways just so that new people can enter them but people who mostly win them are like leechers
