If you get this from Origin, you DON'T need the base game. It'll ask you to buy the game, but will allow you to get it without owning it. So you'll have this DLC if you do happen to get the game in the future.

That DLC is something that you definitely can't ask for so much money for... I understand that they unlock all the activity markers on the map - gas stations (teleport points), billboards, stunt jumps, speed points, - all that and so already shown at the map if you in online mode, or what appears on the map when you drive by.
So this is just a nice little gift for those who bought the game recently. But they do something very strange with this game - first huge discounts, now free DLC. In fact, only one DLC with the 7 cars is left, 2 of which are already available in the Deluxe Edition... Do they want to announce a new game, or are they saving the series from oblivion?

It's free for PS4 on PlayStation Store as well, in case anyone owns the base game there but not on Steam
(might not be for free on every country, but PS guys know how to overpass that issue)

2 weeks the game was 90% off followed by free map shortcut ( which is very useful for anyone planning to play the game) for a week.

a necessity, this shortcut marks points of interest on the map .. considering this is a racing game and not a Ubi open world game, those map marks should be part of the game without the need to pay extra for them
Without this it would be a torture to 100% the game

It ruins. Get it, but don't activate the DLC until you finish the story mode, because it shows absolutely every activity, absolutely every race, absolutely every secret on the map. The map turns into something incomprehensible. This makes sense when you're almost done with the game and there are a few things left to find, but not from the start. Most things appear anyway when you just drive by.

In steam you can add/remove DLC but for Origin or EA Desktop I don't see any way to do this.
