That's not directly relevant. The point I was making was that these cards can't be sold for those that weren't aware. Being unmarketable doesn't change in any other way how they can be acquired or used and boosters effectively function exactly the same as any other card drop.

2 weeks ago I created an support ticket on Steam because my son got an booster (card pack) for game banned on steam - Beast Blaster.
Their answer:
Your son had received the "Beast Blaster - Pakiet kart" as a community booster pack drop.
Booster packs are granted randomly to eligible users as more badges are crafted by members of the community and to those who log into Steam each week to maintain eligibility. Because your son had done the following, he received the Beast Blaster as a random drop.
Once eligible, your Steam Level increases your rate of receiving a booster pack drop:
Level 10: +20% increase in your drop rate
Level 20: +40% increase in your drop rate
Level 30: +60% increase in your drop rate
Level 40: +80% increase in your drop rate
Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
Etc.
Also, if you would like to craft this, first you will need to collect the trading cards by playing this game or purchasing the necessary cards on the Steam Community Market. For more information on which cards you will need, please click here.

So this answer are clear: You can get booster to banned game. You can't create a booster from gems for banned game. But you still can receive it as community drop. And this is totally random what you get as a booster.

Did you even read my post? Just like your earlier comment about crafting badges I already said this as well.
As I've already said my post was to warn people that the cards couldn't be sold and getting a booster later has no bearing on that, though if you do get one it has the same restrictions as individual cards in that you can trade it, turn it into gems or craft a badge )after opening).
As for your message from support it never mentions being unable to craft boosters for removed games which is something you can in fact still do.

These games maybe, but you can get more for some items. As they can't be sold though turning them into gems and then creating sacks when you have enough is now the most direct way to turn them into Steam wallet.

I have Space Journey on my library from June 12, 2017, so that was probably free as, I don't think I have Hello from Indiana so I must have missed that one, I have the other 2 you mention, but no idea about the rest, they seem to be VR games tho according to the link
