Quick Steam Market Question

When I go to an item on the Steam market, it says the following:

"After purchase, this item:
will not be tradable for one week
cannot be listed on the Steam Community Market for one week"

But can I still send the item to another person, right after buying it, through a trade offer?

Nope, you can't. You can just send gift copies of games but still, not through trade.

Nope. The only possible way to bypass this is with Steam gifts, you can send them as a gift (not a trade offer). As for items, you can't do anything but wait one week.
