Im sorry, but im not really into all the CV stuff even tho i've been around & done a dozen of GA's.. But yeah if you just want to boost your CV make some of the new AAA titles GA's & u'll be fine for a while until they gets into a bundle. ;]

I think you're mixing up CV and levels. Levels are dependent on your CV, but 1 CV is not 1 level. For the first level you need to gift anything that's worth something. To reach level 2, you need to have gifted $25 worth of games (remember, bundled games are worth *0,15).
You can see a list of the CV required for each level here

Your level is level 1.09, not your CV total.

Level 2 kicks in at $25 CV, and you're 9% of the way towards it, basically speaking. That's the .09 in your 1.09.
