Potentially, you could lose access to all the game. The EULA you agreed to in order to use Steam basically makes it okay for them to do that.
Given the PR disaster it would be, I think they'd have no choice but to remove the DRM before shutting down.
If they didn't though, I'd download and not consider it piracy. I already have a legally bought license to the content. I consider it like downloading an MP3 of a song I had on cassette.

This is a very UNLIKELY scenario.Why?Because even in the event of Valve going under(not possible in the next 10-15 years)They will not just go bankrupt and shut down everything.They would do everything in their power to remain floating.Like selling their game IP's and selling Steam itself.With so many users being on steam,and at the rate it is growing it is a GEM of the PC gaming.So anyone will want to pick up Steam if Valve cannot continue to do so.Also a company can buy Valve if they have a tough time.
And in the event that everything fails and steam shuts down,Valve already stated that they will offer the users a way to still access their games.
