GLaPOS, did you send that game the old method (i.e. Games > Manage Gifts and Guest Passes...) or did you use the new Steam Trading Beta? From the wording of the support reply, I was under the impression the only the latter was non-refundable.
Ridlas was recently able to refund his copy of Skyrim (another preorder game) soon after mistakenly sending it to a scammer so I'm a little bit surprised at the outcome of your ticket.

Recently I had a giveaway and someone won Deues Ex: HR. They accepted the gift but later on obtained another copy (Aug Edition). So this AWESOME person came to me and said I should refund my copy. There is an unspoken rule where steam will usually refund one game from your library (or one you have gifted). However after opening a ticket the final conclusion came to this:

I apologzie for the confusion.
We do not offer refunds on preordered games that have been traded through the Steam Trading system.
We will refund preorders as long as the request is received prior to the release of the game. This only applies to purchases made from your account, preordered titles sent or received through the Steam Trading system cannot be refunded.
Please review Section 4 of the Steam Subscriber Agreement for more information.
