Activating a retail copy of a region blocked game on Steam

So, my mother is in murrika visiting some of our family members, and she might be able to get some games for me.
I was thinking about asking her to buy Dark Souls for PC since it's region blocked for me.
If she buys a region blocked game (retail version), can I activate it on Steam anyways?

Thanks for the info, I would not like to waste money.
