Looks like devs giving away lots of keys for promotional purposes.

It is a few for a multiplayer game. If they had given just, for example, 60 keys, it wouldn't have been enough. If there are thousands people in a multiplayer game, developers can say something like "Come guys to play this game, you can make friends here, the world is huge..." but what would they say if there was just, for example, 60 people? "Come guys to play our game, there are about 60 playing people, the world is huge and if you are extremely lucky, you may meet even a player there."

6k keys for an MP-only game to have at least a few lobbies constantly available is nothing. They could do a 600k one and maybe that would go somewhere, but then they really may not sell anything.
I mean, look at Random Access Murder. It received tens of thousand of new players when it was put in the Humble Monthly, and right now it sits around 60k owners and zero players all the time.
It is an entirely different question of who in their right mind dares to put out an MP-only shooter game on the market without a gigantic publisher backup and marketing and expect it to live more than a single day.

This is so true.
Maybe it'd have been a better idea for the developer of this game to also release it with a monthly humble bundle for a dollar, so not only a lot of people would buy the game, but also they would earn a few cents for every purchase instead of nothing like right now .

I highly doubt HB would agree on that after the massive backlash of Random Access Murder.
Bundle Stars could be a good bet though. I wouldn't be surprised if it ended up there. But right now what they do is a sound idea on paper: distribute promo keys and build up a user base, so new people can see that the game is not dead and may buy it. This is what I would advise anyone to do as well. Bundling is another step in the desperation chain.

They don't want to sell this game? It is $15 in steam.
They do. That's why they want to promote it. Have you heard of this game before? It has 4 reviews from people who bought it on steam.
So they are just giving it for free? Why promo keys are not given by developer?
It is just strange.
Not really. Devs often give keys to big groups or sites in hope they will help them getting attention.

there are like 150 million potential customers on steam. eliminating a few thousand of those is not a big deal. but getting more players, reviews and general attention, and going up in the steam relevance sorting might help a lot.
