Idk why you said "for console" but if you're just entering in -textmode -nosound -noipx -novid -nopreload -nojoy -sw -maxplayers 2 +sv_lan 1 +map "itemtest"
then that's fine. All it does is set your game to launch with the least strain on the CPU / GPU (which means you're "playing" the game in text mode with some other helpful options set to reduce CPU load)

you have just discovered TF2 Idling, it used to be not allowed but valve lets you do it now, there's a bunch of idle servers too. Behind the scenes your actually in a server with the map "itemtest" and since your playing TF2 behind the scenes you recieve items, but since is only textmode, you don't see them until you launch the game without the textmode enabled.
Oh and you can only get a certain amount of items every week, so just let this run overnight for 2 days a week and you should get the maximum amount.

I used to do this quite often, not illegal at all.

But everybody has known that since the release of the drop system. If you're lucky it won't get you banned or get your items removed.

Use a firewall and SSH, so the cops can't spoof your intellectual property address and discover what you're up to, because it's totally illegal. If someone knocks on your door and you don't know who it is, probably the PDI, even if they say they're selling cookies.

actually its not leagal(acording to valve). There was a little program for the pc a few years ago that did the same (you "played" on a server with a few thousend slots. After a short time Valve noticed it and gave you a warning (sometihing like "did you really think this would work etc") and removed all the items you got using that program. Everybody that did not use it got a hat.

There's the difference. Before people were using an idling program. Using the launch options is 100% within the game rules and TOS whatever. You are ONLY using the official Valve TF2 client and not using any sort of modifications, just launch options.

Perfectly fine and legit.
What you're doing is running the game with console mode instead of graphics mode. You can join an idle server (or idle on your own computer) and get your weekly allotment of items. It gives you NO advantage over actual playing, and idling + playing does NOT get you more items.
The formula works something like this, every X minutes (between 40 and 80?) played or idled you get 1 item, and this works for 8 hrs (8hrs x 60min = 480min). Meaning you get between 6 (480/80) and 12 (480/40) items each week, with the average being 8 (480/60) items.

Wow! I have struck a gold mine from text idle...2 hours I got 6 items!!!! brilliant!

Maybe you should figure out how it works before getting upset about it. It is the same as idling, you still have a cap on the items you can get.

While surfing the Internet, I found a little disturbing issue:
Get free items in Team Fortress 2, according to the author of the subject, says that it is legal and has not had any problems (yet), my question is, is it really legal?
The process goes like this:
1) Run Steam and right click on TF2 and then click Properties
2) Press the "Set launch options"
3) Write the code (I reserve the code, should not be legal)
4) Then, click on OK and Close. Then we give PLAY
5) It opens a tab. Just leave it to load
6) leave it open, how long can. I recommend a week and be filled with items.
Supposedly a week they would have to give a minimum between 12 and 14 items.
To me in the first 24 hours gave me 8 items.
This is an image of point 5.

According to the comments of the topic, if it works ... but not if over time, Steam will notice this "failure" and punish those who occupied this "failure", or simply a legal process to get items.
Does anyone know?
PS: Sorry for my English but not much use also the issue that I found was in Spanish and use a translator to ... translate xd
