EDIT: After reading the replies in this thread I have cancelled my report and contacted the winner, he told me he didn't used the key, so I asked for a re-roll and a new winner received the key. Thank you everyone for help.

(I reported him. What should I do with my giveaway? I was too late to discover it, so I have sent the key and he could use it already, so I cannot request new winner without knowing this.
He is also incredibly lucky leacher - 0 games given and about 40 games won in the last 4 months, some with more than 1000 entries. That is very fishy.)

The problem with War of the Roses: Kingmaker is that you can enter any giveaway of it even though you own the game. It is a bug, and your winner maybe entered without noticing it or because he uses a script to auto join GAs.

If he marks the game as received he will be suspended, but you can talk with him and maybe ask for a re-roll if the key was not used (given to a friend for example).

It's not a bug.
War of the Roses: Kingmaker is a DLC.
The Steam API does not report DLC ownership.
Ergo, you can always enter any giveaway you own all the content for, so long as at least one item in the giveaway is a DLC, since there's no way for SG to check if you have that DLC.

Bad/incomplete design != bug :P

But yeah, ask your winner to confirm he didn't use the key and to post in the giveaway that he forgot he already had it. That way you can request a new winner.

Probably he is using software to enter every giveaway possible, that is why he has so many won giveaways. Ok, that is his problem, but this was last time my giveaway was for everyone.

Eh, you don't need a program to enter lots of giveaways, it really makes no sense to conclude that.
I understand you find it annoying that someone wins the same game twice, but it happens; especially (as explained above) with DLC where the site can't tell if you own it or not.

I am here for 4 years and I have won 4 giveaways. He won about 40 giveaways in the last 4 months and never gived away a single game - that's why I wasn't happy at all that he won. Now he even didn't mark my giveaway as received and he already won this DLC before. I hate that guy. Now he is only person on my blacklist. And when we talk about blacklist - is there a way to see it anywhere, I didn't find it.

The number of years doesn't have much to do with the number of giveaways one wins. It's mostly the number of giveaways they enter and the odds of said giveaways. You for example entered 1949 giveaways:

I would guess that this winner entered roughly 10 times as many (assuming same level). You can easily check it by searching for his/her username in the above linked page.

Thank you. I know I am not that very active here. I was just surprised someone can win 40 GAs per 4 months without giving away anything, but it is probably not so rare as I thought. :-)

Some people have amazing luck. Maybe he has one and you suck.. After all, it's about random chance, RNG, whatever.

just report and take that key loss as a sacrifice to suspend the user, not really worth rerolling if he could have used it.

Yeah, the key is not that important. But my statistics are 4 wins, 3 gifts - and now one of them is marked as not received by guy with 48 wins, 0 gifts. That is really little frustrating to me. I am here not to pile up tons of games, but people like him are really making me angry.

you will find a lot of people like that, you can filter most of them just with level restrictions.

that's why i don't usualy do level 1 GA.. 1 or 2 time a month

I find level 5 public usually filters everyone out...
and seriously 300 Real CV is very easy to get.. just buy indiegala happy hour instead of regular hour and you will get it in a few month.
