I mean, if it were me, I'd just wait until like 3-4 days after his suspension's up, then mark it unreceived if it still wasn't sent since the user kinda CAN'T send it yet.

Personally, I wouldn't really expect for you to get it though.

mark as not received if you want, and keep entering giveaways for that game.
you can later mark as received and remove entries from other GAs, or ask him to reroll if you won again.

I thought that suspended meant just that they cannot write on forum, make GAs or enter GAs. It's quite bad that suspended users cannot even send games to their winners. I have never been suspended so I don't know.
