I used it many years ago and it was fine, but can't comment on it's state now.

I just bought a game for Puzzle that I made from the HRK site however, I logged in with my steam account before I bought the game but after I bought the game my account changed to someone else's account, and the live chat feature doesn't work I've contacted via email but no reply

openid shouldn't do this, but be cautious
change password change api key, get new backup codes deauthorize devices
Did the OpenId, and my steam credentials were already logged on steam, so guess you may have your data compromised somewhere else

I bought there once when I had no experience about some of these sites. HRK gives descriptions about the purchase process, but it's all confusing and brief until you actually go through it. I received the game through a Steam gift sent by a bot, which is super sketchy, and then I learned that's against steam rules after doing some research about it. Not every purchase is the same I believe, but gotta be careful.

I bought a couple of games in there and I didn't face any issues. Thought I don't like the site has you can't buy more of one copy of each game. And you can only have 5 items in basket, which plays together that you can use each discount code also once.

I tried to visit the HRK group on steam and I saw that there were 5 Administrators there I tried to look at their SG account and it turned out that 1 out of 5 Administrators got a permanent ban on SG damn I got scammed just because of a discount

I suspect the reason for that admin's suspension was that he promoted links to HRK's website in his GA descriptions so I wouldn't necessarily draw a connection between that event 8 years ago and your current troubles.

It definitely sounds like a very shady store judging by the discussions on their steam group page
I'm sorry you have to deal with this. Hopefully, they'll deliver your key or issue a refund if you keep complaining and harassing them.

Go here: https://www.hrkgame.com/en/support/contact-us/?chat=live You'll get a online suport window there (Or you should), log with mail or something there and in department don't select any. Just a message

It is not a scam. After trying to log in with Steam, it'll still ask you to put an e-mail. If the payment went trough, then you should have received several e-mails from HRK with information about the game you just bought as well as a way to check the key, if you can't log in to that account, then just try to recover a password for that e-mail instead of trying to log in using Steam.
I've bought from them several times and never had any problem at all.

I think they actually sell steam accounts with the game you purchase, you must have bought that without noticing, i was recently looking to buy rdr2 from them and the cheapest option was just that, a new steam account with the rdr2 license
Notice the red bubble text in the bottom right

You need to be careful when looking at the game description on HRK (and possibly other vendors)... if it says "Steam account"... they are not selling the key... they are selling you an actual Steam account that has the game in it. So you would presumably (I have never bought one of these) logging into the "new" Steam account you just purchased. Your own account still exists, you would need to log out of the new account and into your existing account. I don't know, but I assume it would be difficult/impossible to move the game from the new account to your existing account.

In primordial times they had a key raffle where you could win games. I figured out the drop pattern of their algorithm and when to enter to win a key.
In the end they banned me from participating and I banned them from my shop list end of story.

G2A sells games by selling you the account (sometimes) I suspect it's the same thing there. Selling accounts is against TOS and can draw unwanted attention if that is the case, stay clear - request refund through pp or cc depending how you paid.
Also, to be safe, change your steam password though - hopefully you have 2FA activated.
