About :: Gifting and Trading

Hello again guys.
I read all steam terms of use, and didn't found anything about gifting and trading the games i bought.
The situation is: I bought the games with my BRL (Brazilian Real), but for some of those games the price is 25% lower (like L4D'S and sid meier's civilization). I wanted to know if there is any problem -WITH STEAM- to gift, or trade those games, since i paid lower for them, and there was all the whole russians getting banned situation. So, i can gift/trade only with brazilians, or is it allowed (in steam rules) to trade or gift with everybody?

There shouldn't be any problems. The russians that got banned are the ones that make a business out of "gifting" games.
Just remember to check if the game is region restricted... might run into some issues there
