Yes, TF2 has a solo option, but with far less maps. Just hit "Training" then "Offline Practice" or something like that.

You could play solo matches of blitz in Super MNC (I did this occasionally to passively grind combat coins) but you will not make it very far alone. It is more fun to do coop online.
