They had that rule so to speak at launch, but since IGN purchase, not saying it's because this, but since then you can expect anything and everything to be in the Choice.

I don't think they ever had that rule for Choice. It was only in Humble Monthly. I think it remained a rule for the entirety of Monthly (until Choice replaced it), but not sure. It sort of made sense then since Monthly was mostly a loot box, people were paying for something only to find one of the items was a re-bundle of something they got from an earlier Humble bundle! IIRC for whatever reason there was one time where they broke the rule in Humble Monthly & offered some compensation if you complained to support or maybe it was automatic.
I think partly for the same reason, they initially promised all games would be Steam keys. But then they got some of the fancy Uplay, Battlenet or Origin games (this was before the Epic Games Store) involved so they updated the T&C. Some people complained not noticing their update but IIRC or at least initially they always made sure the non Steam keys were in the early reveals so you still could decide whether you wanted these on Steam keys (and whatever else unrevealed) or not.
Perhaps they could have done something similar with rebundles, put them in the early reveals. But the difference is that since the Uplay or Origin keys tended to be significant games, they made sense as headliners in the early reveals. Putting rebundles as early reveals didn't make so much sense.
Once it changed to Choice well remember it's Choice because initially you were supposed to choose what games you would receive. So you could always not choose the rebundles or non-Steam keys. Unless there were too many for that, although there were generally 12 games with 10 choices for ex-monthly and 9 for new subscribers. So I think most of the time you didn't have to receive those games. (The first bundle was only 10 games so only new subscribers had to choose.)
While Humble abandoned the choice system within about 6 months first as a "limited time" deal before they finally made it permanent, there's still a big difference with monthly. Since you now see everything you are going to get before you have to purchase the bundle, you don't have the lootbox unfairness issue. If the rebundle or non Steam key make the Choice not worth it to you, well you have the choice 😛 to reject the entire bundle.

I don't think they will. Since the IGN bundle will still be available when choice is released. I don't ever remember seeing choice bundle title in other humble bundle title at the same time. Maybe December but probably not then either.

I think that's a good bet to make. Wildermyth has a major DLC on the horizon, so it wouldn't surprise me at all if we see a bundle or major discount around the time that drops.

Missed out on Forgotten City in the monthly because I cared about no other game and look, now... I can miss out on another bundle with the game for the same reasons. Thanks IGN

You can level up by completing "quests" (tasks for specific game = 1 "quest"). As far as I know to receive Bronze you need to complete 1 "quest" and wait until next day (they update levels at night or something like that). So to get Silver it will be like 2-3 "quests" (not sure about the exact number, but it's not much).
Recently they have added these SkipCoins - buy SkipCoin to skip tasks to complete, but most of the games doesn't have any tasks, so it's just to buy some specific game.

Does buying & using coins contribute to levels the same way that completing one quest does?
There's way more tasks/wishlisting per quest than I would ever want to do, as it looks like it tracks if you ever undo a task like wishlisting a game.
The fact that this and levels aren't explained in their FAQ makes them seem a bit sus.

Wildermyth is the only one I want, and I did the jingle jam 22, and it wasnt in there... so I am confused as to which jam had it. I have everything else but Chiv 2 and I am not interested in that. Wildermyth stays on the wishlist...
