Can be activated anywhere, EXCEPT the game has some regional restriction, i.e. certain uncut games are banned in some countries for their content.

I was out of trading in last 1-1.5 years, so want to get things clear with latest restrictions, because I didn't pay much attention to details.
Ubisoft has a retarded practice to limit CIS-versions of their games to Russian localization only - they don't give a crap if buyers want to play in original version or just don't speak Russian. Luckily, I wasn't interested in their games except Valiant Hearts and Stick of Truth since 2007, and these two games don't have such limitation.
So, now I'm looking for upcoming Fractured But Whole release, and it is limited to Russian language only.
Question: if I'll buy here ROW gift with all language packs, will I be able to activate it in Russia?
