If you are sending this from Canada, it cannot be received by people from Switzerland, Great Britain, Poland, EU and Norway (+10.18% right now). Because they are priced more than 10% of what it is in Canada, based on parity.
You should also exclude all regions where the game has no value. But, this game has value in all regions, so you should exclude only the ones above.

Like i say above have a bad experience for the countries locks since no sure with country cover this lock rather avoid it again since this is a Steam Gift, but if you can you give me a list of with countries this lock cover promise will exclude on my next GA

I usually give gifts via Steam. I was 2 times lucky at first because I didn't know, but when some members informed me of the rules, I had no problem with any of them.
Keep in mind that currency prices change all the time. So you have to take into account the tolerance. Dunno if it's the correct word, i mean you have to exclude regions that are close to the limit (+10%) as well.
For example, the price difference I mentioned above is now at +10.55%.
