Show comment box on top of comments

Please add the option to show the commentbox on top of the comments.
Right now one has to scroll all they way to the bottom of the page to make a comment in a forum thread or make a thank you post on a giveaway.
I like the comment box on top, so it's easier to leave a quick comment on a giveaway. Especially on a long thread or popular post I have to do a lot of scrolling each time.

Best is to give the users the option to let them choose if it should be on top or on the bottom.
An alternative is a link that leads me to the bottom, focusing on the comment box.

It's indeed quite a long time to scroll down for only a thanks (and people wonder why a lots of people don't thank giveaways :P ) - it would be much more easier if the commentbox on top. I don't mind if it's hardcoded to top, or could choose if I want it above or below the comments, as it's easier to make
