Strange Google Chrome video player thing

So Ive begun to notice that whenever i watch videos on google chrome for any site (except Youtube), a white translucent bar CONSTANTLY keeps showing up and it rapidly changes saying "waiting on xxxxxxxxx.com" sayin its waiting on a huge number of sites. It goes on and off in about 20 second intervals before it begins to try to load something again. Now is this just some annoying new feature that chrome has that allows you to see every little detail thats being loaded for ads and whatnot? Or is this some new NSA feature since i heard somethign about Google and the NSA teaming up.
