Then it is because the price of a game you gave dropped on the Steam store (I think it's Don't Starve Together, as I said in my edit).
If you make a giveaway of a game before it is in a bundle, you will keep the full CV of the game even after it gets bundled. What I meant is that sometimes, when you give away a game from a bundle, you get full CV for it for a while because it is not added yet to the bundle list. After the game gets added to the list, you will only get 15% CV from it.

yea, and the winner would be playing it and enjoying it before the decrease or gone F2P....That seems hokey to me as well.

It's not intended (the second bullet point). It happens automatically due to how the database updates prices but they get fixed when reported to have the last known price before they went free.

They have no value temporarily though, so it's true that it might be the reason why someone's CV got lower for a while. When the price gets adjusted it returns.

Yeah, since CV and points to enter are automatically determined by getting the price of the game on the Steam store, if the price drops, CV & P drop accordingly.
