F1 2012 & F1 RACE STARS are region restricted?

I want to buy F1 2012 and F1 Race Stars but our price is too much for me (HUN = EU2 region).

Please, somebody tell me the 'truth'. They having any region restrictions?

No, he means restrictions, where you can't activate the game in certain countries.

On topic, I unfortunately can't answer the question.

F1 2012 doesn't look restricted. F1 Race Stars RU is restricted.

The F1 2012 you linked is a registry for the steam keys, not the steam store version, which is indeed region locked
