Sometimes buying in the website while having the steam client open brings problems like those ones. Happened to me 2 times already. My solution was simple: close steam.exe and my browser, re-open the browser and make the purchase.

Steam is undergoing some serious changes. If stuff doesn't work, just try again in a few minutes. Simple as that.

Has anyone ever had any issues with being able to purchase gifts for people through the Steam store?
I tried to purchase the copy of Magnetis that I owed someone and was greeted with an error that said that it was unable to process my request. I switched from my CC to Paypal and was given the same error.
I didn't have a copy of the game myself so I tried to purchase it with my CC and it worked.
Is there a gifting limit that is present on Steam to prevent fraudulent use of the payment options attached to the account or something? This is very frustrating because I cannot give one of the winners of my giveaways his gift because of this. :/
Any insight would be great.
Oh, I should mention that I have submitted a ticket to Steam support about this as well, but I just wanted to see if anyone has hit this problem as well.
