Technically, it's better because it's $17.61 instead of $19.79 (but you can still get it cheaper off Steam buying discounted Steam Wallet codes or other means. $20 USD for $17 USD is easy enough to find, for example)

Not really, i've never seen better deals on any site like Humble or Bundlestars which were better than in Steam for ru/cis. That's why even humble monthly subscription is not a good deal for ru/cis region, because all these games are cheaper in steam store (Dragon Dogma was available in steam store for 5.5$ for example)

The ROW key has no regional restriction, so it can be activated in the above countries even though Bundle Stars says it can't.

Has anyone tried this? Because we see more and more times keys stating they will not activate in regions, even though SteamDB says otherwise. I don't know how could they code separate regions into a key, but this is getting suspicious.

It's Bundle Stars' problem. For instance their Metro 2033 Redux keys always state they will not activate in specific regions, but in fact if the key is purchased from Europe then it will activate worldwide while the store page says it only activates within EU; even the region-locked keys bought outside from Europe state incorrect locked regions. In fact NA keys can be activated worldwide except EU, even if Bundle Stars claims it only activates in a few regions. I have done numerous giveaways of Metro Redux games and have already proven so.

They are different subids and 103396 is the one Steam store used and it's used worldwide, 99365 is the CD RU/CIS CD key sub but it gives the same appid for the game. You most likely have confused appid with subid.
