So basically if it's a steam redeemable key, yes you can make a giveaway for it and then send the key to the winner's email.

If I could create giveaways for non-Steam stuff (except for BF3 and Minecraft), I'd make torrent hashtag giveaways all over the place. Actually I'd not, because I am a nice person.
