EDIT: The game is called Dyscourse and is in bundle right now on HB. It has very interesting concept for me but may look disappointing at first sight as you can finish the game in 20 minutes. Read more about it to get the concept and know why 20 minutes playthrough isn't really a bad thing for this game :D Additionally I can recommend Novus Inceptio which is survival too but more like Ark: Survival Evolved than This War Of Mine :) The best managment game I've ever played was Football Mannager 11 - if you are into the sports you will have a lot of fun cos there are so many things that you have think about that it's just crazy :D

And thanks for the recommendations! Yeah, I actually picked Dyscourse up from the bundle but haven't played it yet. Seems like doing multiple playthroughs is the way to go. Novus Inceptio looks interesting and now it is wishlisted. I'm afraid I don't know much about football but I was going to check it out. Can't find it on Steam xD

I played PA and I enjoyed it, brings some nostalgia mixed with today's technology and style. I'd recommend it if you enjoy the general genre of "building city" found e.g. in simcity or cities: skylines.
You won't get disappointed for sure, but you shouldn't mix simulator genre with city building/management one. I mean game dev tycoon includes rather minimal of the actual simulation, it's more like pushing buttons and trying to find out a good combination. In PA/Simcity/CS, you actually need to invest your time and knowledge into building something while still keeping in mind how it will operate in future.
In general, PA recommended. If you ask me to recommend something else, I'd recommend mentioned cities skylines, if it's in your price range. Those are two really good strategy/management games, and modern ones too.

Gnomoria is great if you're looking for a DF-lite. I absolutely love it. $3.99 usd during the sale. 90% rating
Rimworld: saw a post above mention it, I agree it's pretty solid. Pricey compared to these steam sales of course. $30 no steam rating (yet)
Rebuild 3: This game was fun at first but I found that I lost any desire to play it after multiple playthroughs. At the current price I just can't recommend it. Still fun though. $9.74 91% rating
Banished: I can't give this a personal recommendation because I've never played it but I know a few people who have and they've had a great time. $4.99 91% rating
If you end up purchasing Prison Architect let me know what you think. I don't know anyone who personally owns it but I've had my eye on it for awhile :)

If you don't mind older games SimCity4,Civility Rome,Anno games,The guild games,Dungeon Keeper,Evil genius,Startropia on top of my head.There are also few new ones that are on my radar Offworld trading company,Planetbase,Cities Skylines,The spatiats,Rimworld,Banished,Gnormia,Dwarf fortres.I can suggest you even more games but they are more combat oriented.You can use my wishlist and library since I am overally interested in strategy games

I'm being indecisive on the Steam Sale on which game to enjoyably waste hours of my life with. I'm not even sure I listed the right genre but I'm looking for something like Game Dev Story, and Game Dev Tycoon on Steam. Inventory/Resource management for survival works too like This War of Mine. Units that get better through time is a nice plus. My price range is around the choices on the poll but feel free to give suggestions! :D
Off-topic question: Not sure I understand how the value of giveaways work towards your level. But for example, I buy Alien: Isolation on Steam to gift right now. Since it isn't on the bundles list, will it net me the full price on steamgifts? Or will the discounted price work towards my level instead?
