Start the game and wait until game asks you for the key.

No, actually i won a key, but its not a steam key

Yeah, I know, I got Max Payne 3 retail nad that's how I activated it. If you've got only cd-key, you must download pirated version and activate it with key, but I'm not sure if it'll be legal. Best way is to borrow game from friend, if any of your friends got it.
