Is there any valid excuse for it? The drops are never free and the eligibility for them is acquired through the game or DLC purchase, and sometimes, in case the game is considered an F2P, through microtransaction payments.
Therefore, if an F2P comes with an available paid DLC, it enables the owners to get card drops.

1 card drop per 10$ DLC. If there will be one more DLC for 7$ - you'll get 1 card drop if you own both DLC.
