Even though I'm pretty sure I'm not breaking any rules, I just took the time to read them again and no I still don't think I'm breaky any. What am I missing?
FAQ says "If the giveaway creator is not able to provide a replacement gift or key, they may ask your permission to delete the giveaway" which I've been doing. Any entitled winner who loves his precious free points and feels he is owed a free game from the GA maker doesn't have to give the permission; I'm not forcing anyone to. In fact the system in place is working perfectly as my giveaway slots have been reduced from 40 to 28. But I reserve the right to BL anyone who ignores my simple request or doesn't give any feedback.

You dont break any rules by what you write, its just false. You seemed to be under the impression that what you wrote could be enforced by just writing it and people have to agree by default. You can ask the winner if its OK to have it removed. But its up to them if they want to say yes.
A staff member recently also created a topic about this issue https://www.steamgifts.com/discussion/5fkrA/psa-about-deleting-giveaways
So it was just the words you choose that felt like you thought it was a valid rule.

I'm not and I can't stop anyone from entering my giveaways and I'm not and I can't force anyone to give permission. It's a just a fair warning to users from my end. Only people who twist my words, care too much or those who spend too much time on SG react, which thankfully there's only two of out of thousands of entries. The overwhelming majority of users just click and spend their free points ASAP then go about their business...
But perhaps my words are too strong and I'll be more careful next time.

Got sent here from your other GA and, I have to say, reading these comment exchanges makes me a bit sad. I'm sorry you're getting flak while trying to do a nice thing (which is giving games away) - it's not much but I hope my WL makes this effort a bit more worthy. Thank you!
