Yes it looks "bad" because of the tiny difference but i wrote you because i checked all members and you were one that are under the min. req., yes not much but i don't think that much had the new announcement thread subscribed, so not much are aware of the rule changes.
And i prefer to inform members as early as possible then have later trouble with users that say "i never heared from that rule(s change)" and as a nice sideeffect the announcement Thread is beter known and, normaly, subscribed. That helps for the future :o)
Make it for all easier and stressles in the end.
