XCOM is also a victim of a retarded pricing system. On sales it's cheaper to buy the complete pack than the main DLC, so noone buys the DLC - this is why there are always people asking to enter for the DLC. Noone will buy a more expensive DLC, especially not for giveaway.
Proof-ish: Enemy within DLC had 5 giveaways in past year meanwhile XCOM: Enemy Unknown Complete Pack had 77 giveaways in past 10 months The situation just sucks :(
