Du kannst es problemlos z.B. im Lootboy Thread posten ohne das du dann Probleme bekommst.
Es ist so weil du nun cv bekommst für ein Spiel das du nicht als Steamkey weg gibst und sie keine Möglichkeit zum überprüfen haben ob du es weg gegeben hast und ob es der Gewinner aktiviert hat.
Nein kein verlosen möglich aber du kannst dir ja welche raussuchen die auf dein Angebot reagieren, denn es können mehr als einer mit dem Key runterladen.
Wieviele weiß ich nicht genau.
That's not my point, my point is when they receive it and mark it as such, it won't be on their Steam account and it will be treated as an "unactivated win" which will get their account suspended. Pretty sure they won't "be happy" about that. Read the FAQ.

"According to our guidelines, all games you win must be activated and redeemed on the Steam account you used during registration. Failure to activate games you have received will result in a suspension."
This is "Steam" gifts, you have to provide a Steam gift/key. You might want to read the FAQ as this is not allowed.
