If your winner does not activate their game within a week, the proper course of action is to create a "Request New winner" ticket. In order to do that, go the the Winners page and click on "Request New Winner" beside their name.

And what if the user did already sent someone else a key or sold it? As they were online on SteamGifts since then, they could have done that. I don't have any proof they doesn't.
If the key won't work, I will be the one to blame, because of providing non working key for game. What if that will happen?
Let's say, I reroll the winner, winner will be chosen once again, I will sent the key and it won't work. So what will I do if that will happen? This is too risky. SteamGifts should have PM system, cause it would be way easier too communicate with such people.

Did the winner reveal the key? (Indicated by a green eye icon beside the key in the winners page)
If they did not reveal it, then there is no risk in selecting a new winner. If they did reveal it, you can always opt for a "Request Received Feedback" ticket.
If the key isn't working after a reroll, you can always delete the giveaway. You can also request when it's been activated from Steam support (they will not tell you on which account) and if it appears to be by the original winner then we will do our best to help you correct the situation.
